Who We Are
Seniors First, The Shenandoah Area Agency on Aging, provides high-quality services and opportunities that enhance the dignity and independence of seniors and promote their contributions to the community.
We provide services in Clarke, Frederick, Page, Shenandoah, Warren, and Winchester to individuals 60 years or older.

In-home services
Meals on Wheels program offers a nutritionally balanced home-delivered meal, social contact, and a well-being check that takes place when the meal is delivered. Individuals must be 60 years or older and homebound, meaning they are unable to drive or have no transportation. For more information, please call the office at (540) 635-7141.
Homemaker Services provide assistance with cleaning, laundry, and other light housekeeping services. For more information, please call the office at (540) 635-7141.
Personal Care is provided by CNA’s who help with bathing and grooming. For more information, please call the office at (540) 635-7141.
Respite Centers- Helping Hands for individuals with Alzheimer’s or related dementia. A Case Manager from SAAA will conduct an initial assessment to determine eligibility for Helping Hands services.

WellTran provides non-emergency transportation for seniors 60 years and older, and for adults with a disability 18 and older. Please call (540) 635-7141 or (540) 551-5706.
Virginia Insurance Counseling and Assistance Program (VICAP) - A certified Insurance Counselor is available to help you all year long and provides confidential assistance to individuals in their area free of charge for people with Medicare. They can also assist you with filing for benefits, and sorting through complicated statements and notices, and resolve claims or billing questions. Long-Term Care Ombudsman is an advocate for residents of nursing homes, assisted living facilities, and those who receive home care services. The Ombudsman is trained to resolve problems, advocates for and educates consumers and long-term care providers about residents’ rights and good care practices, provides information to the public on nursing homes and other long-term care facilities, services, and residents’ rights, and legislative and policy issues.
